Proposed Bus Service Adjustments

Each year, Edmonton Transit adjusts around 10,000 service hours to ensure that all of their routes are generally compliant with the City’s transit service standards. Those standards require a certain amount of ridership in order for a route to be viable.

The standard boarding requirements for ETS are:

  • Weekday peak: 30 people/hour boarding

  • Weekday peak in industrial areas: 20 people/hour boarding

  • Weekday off-peak: 15 people/hour boarding

  • Saturdays and Sundays: 15 people/hour boarding

  • Late Night and Owl Service: 15 people/hour boarding

  • Community Bus Routes: 10 people/hour boarding

As I mentioned, each year ETS makes fairly small adjustments to routes that aren’t meeting these standards - they’ll cut a late trip trip on a route, or get rid of an early morning route that isn’t seeing adequate ridership.

This year is a little different. The City is facing budget pressures, and ETS didn’t receive new funding for routes in the last budget. That means that ETS needs to find efficiencies within its existing operations if they want to add frequency or new service along heavily used or high demand areas.

To do this, ETS brought forward a series of service change proposals for routes that do not meet the service standards I outlined above. Some of these changes are service reductions, and some are enhancements, but all the changes will have real impacts on ETS users throughout the City.

I do need to emphasize that these changes shouldn’t be thought of as part of the City’s Transit Strategy Review that is currently going on. These changes are being made under the existing City service standards - those service standards may change when the Transit Strategy Review is completed and in effect.  One way we could look at these changes is as a practice run for the Transit Strategy, which will likely involve much more sweeping changes to the system.

The changes that were passed at Committee on Wednesday will come into effect soon, and when they do ETS will be advertising these changes thoroughly - there will be signs at bus stops, leaflets on the bus, and plenty of info on the City’s website as well.

Enhancements

There are several routes that, through reductions in other areas, ETS proposed to beef up service to meet demand. Riders in Ward 10 can expect to see enhancements to the following routes: #4 Capilano - Lewis Farms, #6 Millgate - Southgate, #23 WEM - Mill Woods, #39 Rutherford - Century Park, #47 Callaghan - Century Park, #133 Lewis Farms - University, and #139 The Hamptons - South Campus.

All of these routes will be seeing added trips in the weekday peak periods, and the #4 will also be getting a boost on evenings and weekends. These enhancements mean more frequent bus service on all of these routes, which will address overcrowding at peak periods.

Reductions

For those routes where the replacement service is only a partial replacement, that means that an existing route covers a portion of the area where there are proposed reductions.The reductions require a bit more of a detailed breakdown, so you can find the Ward 10 routes that have reductions proposed in the chart below. I’ve listed the boardings/hour here as well, so you can see where these routes are in relation to the service standard of 15 people/hour boarding minimum.
